Lucky's Domain is in Dead Horse Bay, a part of the Green Bay now known as Lucky's Lake.
After the war, Lucky found his new home in the lake, and almost immediately people started worshipping him, seeing him as a sign from God. The lake was also determined to be a religious site and those who believed in said religion decided that the lake should be considered off-limits to anyone besides those being sacrificed.
The waters are irradiated, and as a result, the other fish that live in it are as equally large as Lucky is, which makes them a perfectly sized snack. The people of Gator Bay occasionally consume the fish from the lake, but the religious tribe tries to stop this as much as possible. They believe that if people take enough fish then Lucky will become angry and curse them all.
Religious sacrifices have been known to take place in the lake, providing another constant source of food for Lucky, which may be one reason why Lucky doesn't swim away.
